Risk-Sensitive Urban Planning

This study proposes a development plan for the Santa Rosa neighborhood in Pomasqui within the framework of the Tomorrow’s Cities TCDSE Program. The project seeks to define areas for future population growth through three urban development scenarios that support residential consolidation while prioritizing risk management as a central planning component and preserving the area's existing natural heritage.

A key aspect of the project was the promotion of risk communication among the residents of Santa Rosa as a knowledge-transfer mechanism, fostering community understanding, participation, and ownership of the proposed planning strategies.

Phase 1

The first phase consisted of developing an urban diagnosis and assessing the existing urban development framework of the area.

Phase 2

Subsequently, a set of urban quality indicators for informal settlements was developed. For each indicator, the study defined its name, objective, relationship to risk (where applicable), area of assessment, recommended evaluation period, evaluation methodology, and desirable target values.

Phase 3

Finally, an urban planning model was developed in which risk management is incorporated as a cross-cutting component, guiding all aspects of the planning framework.
